Call to Order
A recessed meeting of the Cullman County Commission was held Thursday, October 30, 2008 at 10:00 a.m. in the County Commission Office Conference Room. Chairman Kitchens called the meeting to order and welcomed the visitors.
Roll call to Establish Quorum
Present were Chairman Kitchens, Commissioner Wayne Willingham, Commissioner Doug Williams and County Attorney Dan Willingham.
Public Comments
Phyllis Little, EMA Director, announced the Open House for the Cullman County Water Department and EMA Building will be November 7, 2008 at 11:00 a.m.
George Mann thanked the Commission for everything they have done the past few years and for the Memorial Park.
NEW BUSINESS
Authorize the Chairman to sign agreement number ALDHS-08-0648 Homeland Security Grant - EMA
Phyllis Little, EMA Director, stated this is actually two grants. The first grant is a $20,000.00 grant for the Citizens Corps Program; this is a 100% reimbursable grant. The second grant is a $21,000.00 grant for equipment for the City/County Law Enforcement Dive Team. This is also 100% reimbursable. Commissioner Williams made the motion to allow the Chairman to sign the grant. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No., 973 – One or more 2008-2009 full size SUV for EMA
Ms. Little stated two (2) bids were received and the low bidder was Eckenrod Ford for $31,342.00. Two (2) quotes from vendors on the state bid list were also received. The closest quote was $32,498.00 for the same vehicle as Eckenrod’s quote. Ms. Little recommended awarding the bid to Eckenrod Ford of Cullman. Commissioner Willingham made the motion to accept the bid from Eckenrod Ford. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No. 974 – Aggregate Hauling
Fred Penn, County Engineer, recommended rejecting the bids and negotiating the price on an as needed basis. The bids this year were higher that last year, up to $13.00 per ton. Commissioner Willingham made the motion to reject the aggregate hauling bid. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Consider awarding Bid No. 975 – Compact Track Loader (Skid Steer) for OHV Park
Cherie Hulsey, Assistant to the OHV Park Director, recommended awarding the bid for the skid steer to Trigreen Equipment Co. and for the 72” brush cutter awarding the bid to Loader Services & Equipment. Ms. Hulsey recommended rejecting the 84” dozer blade bid, the 84” bucket bit and the root rake bit. Commissioner Williams made a motion to award the two bids and reject all the others. Commissioner Willingham seconded, and upon a voice vote, the motion passed unanimously.
Consider awarding Bid No. 976 – High Density Polyethylene Wood for OHV Park
Cherie Hulsey recommended awarding the bid to New Millennium Composites, Inc. This company’s bid met all specifications and is the low bidder. Commissioner Willingham made the motion to award Bid No. 976 to New Millennium Composites, Inc. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Authorize the Chairman to sign the agreement with AT&T – IT Department
Joey Martin, IT Manager, stated this is a three (3) year agreement with AT&T for upgrading the County’s internet access speed. The total monthly cost will be $2,125.00, with the Reappraisal Department paying the same current charge, $720.00 per month, and Sales Tax and Sanitation each paying $150.00 per month; this will result in a net increase of $500.00 per month to come from the General Fund. Chairman Kitchens asked why the current internet connection is so slow. Mr. Martin stated that it is due to the large volume of traffic using the current small internet feed. Commissioner Williams made the motion to authorize the Chairman to sign the agreement with AT&T. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Resolution No. 2008-50 Authorize the Chairman to sign the agreement between ALDOT and Cullman County Commission on covering cost for Resurfacing & Traffic Stripe on County Road 548, Length 1.85 miles
Fred Penn, County Engineer, stated the county has had this money from the State for some time. The purpose was for road work near the monastery; the road department is ready to work on resurfacing part of that road now. Commissioner Williams made the motion to authorize the Chairman to sign the agreement with ALDOT. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Resolution No. 2008-51 Speed Limit on County Road 848
Mr. Penn said this road is in Harmony. The vertical and horizontal curves in the road are the reason for recommending the speed limit be set at 25 mph. Commissioner Willingham made the motion to reduce the speed to 25 mph on County Road 848. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Resolution No. 2008-52 Construct turn lane on Al Hwy 69 at mile marker 225 for Stony Lonesome OHV Park
Mr. Penn stated the State has made $150,000 available to the County to construct turn lanes at the OHV Park. However, the regular procedures must be followed for the plans. A resolution must also be done as part of the procedure. Commissioner Williams made the motion to authorize the Chairman to sign the resolution and accept the money for the turn lane at the OHV Park. Commissioner Willingham seconded, and upon a voice vote, the motion carried unanimously.
Discuss Veterans Park – Vietnam Memorial
Chairman Kitchens discussed establishing a five (5) member board to oversee the Veteran’s Park. One board member would be appointed by each of the following: VFW, DAV, American Legion, the City of Cullman and the Cullman County Commission. A resolution will need to be done if all parties are in agreement. The Commission will appoint one board member; this board will not be funded by the County. Commissioner Willingham made a motion to establish a board to oversee the Memorial Park. Commissioner Williams seconded, and upon a voice vote, the motion carried unanimously.
Old Business
Commissioner Williams thanked the Commission for all the prayers for his mother and family.
Commissioner Williams presented a Proclamation to Chairman Wiley Kitchens for his service to the County as Chairman of the Cullman County Commission the past four years.

Chairman Kitchens announced the next regular Commission Meeting will be Wednesday, November 12, 2008 at 10:00 a.m. in the County Commission Office.
