CULLMAN COUNTY COMMISSION MEETING
December 22, 2011

CALL TO ORDER AND WELCOME
Chairman James Graves called the Commission Meeting to order at 10:06 a.m. and welcomed the visitors.

CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE
The County Clerk called the roll; present were Chairman James Graves, Commissioner Darrell Hicks, Commissioner Stanley Yarbrough and County Attorney Tim Culpepper.  The invocation was given by Chairman Graves.   Barry Willingham led the Pledge of Allegiance.

APPROVE MINUTES OF THE DECEMBER 13, 2011 MEETING, APPROVE APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSES; AND APPROVE ALL JOURNAL ENTRIES TO BE POSTED.
Commissioner Yarbrough made the motion to approve the minutes from December 13, 2011 Commission Meeting, approve appropriations, expenditures, requisitions, travel expenses and approve all journal entries to be posted.  Commissioner Hicks seconded the motion which passed on a unanimous voice vote.

PUBLIC COMMENTS
There were no public comments.

NEW BUSINESS
Inform the public of the road department’s new website www.cullmancoroaddept.com
Chairman Graves stated the road department now has a website which will be used to inform the public of any issues or work being done by the road department.  He asked the reporter from the Cullman Times to publish the website address.

Consider approval of the snow removal agreement between Cullman County and the State of Alabama
Commissioners Hicks and Yarbrough explained that during the snow storm of last winter the County Road Department was able to clear the county roadways.  However, state roads were not cleared since there was no agreement in place.  This proposed agreement will allow the County to clear state roads, with the exception of Hwy 31 and I-65.  This will be done in the regular course of the road department’s clearing of the county roads.  Commissioner Yarbrough made a motion to approve the agreement with the State of Alabama for snow removal.  Commissioner Hicks seconded.  Upon a unanimous voice vote, the motion passed.

Authorize the purchase of property for $114,000 by Cullman County E-911 for property located on 6th St & 7th Ave SW from Thomas A. and Bonnie L. Barnes
Chairman Graves stated the property located on 6th St. and 7th Ave SW will be purchased by the E-911 Board with E-911 funds.  Currently there are no plans for the use of the property.  Commissioner Hicks made a motion to authorize the purchase of the property from Thomas A. and Bonnie L. Barnes by E-911.  Commissioner Yarbrough seconded the motion which passed on a unanimous voice vote.

Authorize the payment of the 2012 liability insurance premium to the ACCA in the amount of $435,915
Gary Teichmiller, County Administrator, informed the Commission the premium for the liability insurance has increased about $4,000 over last year for a total of $435,915.00.  Commissioner Yarbrough made a motion to authorize the insurance premium payment.  Commissioner Hicks seconded.  The motion passed on a unanimous voice vote.

Consider approval of the County Vehicle Fleet Safety Policy
Chairman Graves stated in an effort to promote safer working conditions within the county and to lower the County’s insurance rate, the Commission desires to adopt safety guidelines recommended by our insurance carrier.  The policy covers driver eligibility, safety rules, defensive driving rules, accident protocol and vehicle maintenance.  Commissioner Hicks made a motion to approve the Vehicle Fleet Safety policy.  Commissioner Yarbrough seconded.  Upon a unanimous voice vote, the motion passed.

Consider approval of the Cullman County Policy on Courthouse Closing and Road Closings
Phyllis Little, EMA Director, explained the County does not officially close roads during a winter weather event.  In order to close a road, it must be barricaded and posted.  The County does not have the man power or equipment to do this. The County does use the ALDOT recommendations for describing road conditions during winter weather events. (Terminology attached to the minutes)  Commissioner Yarbrough made a motion to approve the policy on Courthouse Closing and Road Closings.  Commissioner Hicks seconded the motion which passed on a unanimous voice vote.

Commissioner Hicks made a motion to ratify all personnel actions.  Commissioner Yarbrough seconded.  The motion passed on a unanimous voice vote.

The next NARCOG meeting will be January 5, 2012 at the Decatur office of NARCOG.
NEXT REGULAR COMMISSION MEETING TUESDAY, JANUARY 10, 2012
Chairman Graves announced the next commission meeting will be Tuesday, January 10, 2012 at 10:00 a.m. in the Commission Meeting Room.   

 ADJOURN THE MEETING
Commissioner Yarbrough made a motion to adjourn the meeting. Commissioner Hicks seconded the motion. Chairman Graves adjourned the meeting at 10:18 a.m.
